We are looking for someone with foundational knowledge of human resources work and business acumen. At this level, our applicant should have solid communication skills (both verbal and written), a positive and professional approach to work and people, and the ability to actively engage in problem solving with our supervisors/managers. This position requires analytical ability to resolve issues and strong writing skills to draft investigative, classification, and performance management documents.

THE BENEFITS OF JOINING OUR TEAM
The Human Resources and Risk Management team has 12 employees. The HR Division provides HR services to over 850 employees. Our office is small but active: no one has ever complained of being bored here!

WORKING HOURS AND LOCATION
This position works downtown in the HRRM offices located in the Municipal Way Building next door to City Hall. This position works Monday through Friday from 8 a.m. – 4:30 p.m. We offer our employees the choice of free parking in the Marine Way parking garage, or a bus pass.

We make efforts to allow flexibility for our team members when at all possible. Our work is regularly performed in our physical office location; however, members of our team are able to take advantage of a hybrid work arrangement. We would consider allowing eligible employees to work from home two days a week in accordance with CBJ Working Away From the Worksite policy.

TYPICAL RESPONSIBILITIES

If you are selected for this position, you will perform a wide variety of human resource tasks, including working in partnership with supervisors and managers to enhance our workplaces and make CBJ an employer of choice in our community. Our HR Consultants provide a valued service working in the areas of employee relations, labor relations, employment law, classification and compensation, recruitment, selection, and training (check out our web page: https://juneau.org/human-resources). We are a full-service office and if you choose to work for us you will have opportunities to be supported while you grow in your field.

Examples of work conducted in this position include the following:

  • Build strong relationships with employees, supervisors and managers to assist them in achieving the goals of their Department, Division or section.
  • Use a modern recruitment mindset to consult with CBJ hiring managers on recruitment strategies to assist in making successful hires while maintaining compliance with CBJ recruiting and hiring rules. Approving all recruitment and selection processes for assigned departments to ensure we conduct fair and unbiased hires.
  • Provide guidance to CBJ staff on applying the terms of collective bargaining agreements, CBJ personnel rules, procedures, practices, policies, and employment laws. You may draft letters of agreement and work directly with union officials.
  • Perform classification analysis to include job analysis and salary research, making determinations based on research and written analysis.
  • Work in partnership with CBJ supervisors and managers to address performance management issues.
  • Conduct investigations into misconduct, conduct and facilitate the disciplinary process with supervisors, managers and union officials, draft investigative findings.
  • Use knowledge of Family Medical Leave, Americans with Disabilities Act provide recommendations to managers/supervisors regarding absence management (FMLA/ADA/workers comp).
  • Conduct salary analysis.
  • Be a supportive HR team member by demonstrating willingness to jump in and help others with any task.
  • On a daily basis uses a variety of computer systems to perform work or research issues. Examples include, Infor Lawson HR system, UKG timekeeping, UKG Family leave tracking, NEOGOV recruitment applicant tracking, Smartsheets and Microsoft office suite (365).
  • Work as a subject matter expert in various HR systems to develop and implement procedures and processes. This includes providing quality control, guidance, and communication to internal staff and external staff regarding records processing.
  • Work with Payroll to ensure processes provide efficient an effective processing between HR and Finance.

MINIMUM QUALIFICATIONS

Education
A four-year degree from an accredited college in human resource management, public or business administration, the social sciences or related field.

Education substitution Journey-level human resource experience in specialized areas of HR, labor relations, employee development, position classification, EEO or employee selection process may substitute for the education on a year-for-year basis.

AND

Experience

One year of journey level professional human resource experience as an HR Consultant I or equivalent elsewhere; OR two years of professional level administrative experience of which a substantial part of the duties involved human resource work.

“Human resource” includes experience in classification and compensation, recruitment and selection, employee and labor-management relations, employer provided benefit programs, personnel and payroll, employment law compliance, and employee training. Supervision of subordinate employees does not in itself constitute human resource work.
